    last January, MCOs still are dropping out of the Medicare+Choice&amp;#xD; program at a disturbing rate. Aggressive
    efforts by Tom Scully, administrator&amp;#xD; of the Centers for Medicare &amp;amp;amp; Medicaid Services (CMS),
    encouraged some&amp;#xD; health plans to stick with the program for now, but dozens of MCOs abandoned&amp;#xD; or

    536,000 seniors will have to find new coverage&amp;#xD; by January, much less than the 934,000 affected by MCO
