    <description>In November, New York state lawmakers said they would pass a law that ensures health insurers use
    quality-of-care measures and not only cost in their physician ranking systems, according to the Albany Times Union.
    Insurers including UnitedHealth Group, &amp;amp;Atilde;&amp;amp;brvbar;tna, CIGNA, and Empire Blue Cross Blue
    Shield, have agreed to adopt standards for the more transparent physician rankings. Four of the insurers said they
    would apply the standards to their entire network. Under the code, insurers must disclose their ranking criteria
    and use established national criteria.</description>
